Can static electricity cause voice to hoarsen?

Hello My name is Sang and I play base guitar and sing at church. I've started band since this May and noticed static electricity causing base amplifier severe buzzing noice.
I've tried many different things to eleminate and reduced quite a bit but not completely. While I was trying out many things, I found that one of wall switch is the main cause and when turned off, buzzing noice is down where it is playable. This church is old and built 1973.
I do not have much problem reaching high note to G or A at home or any where els when I practice but in church, almost every time, even on some of low note I get hoarse or scratch voice.
I can feel phlegm in my throat which cause scratch voice. I would like to ask if severe static electricity can effect the voice.
